Bringing "Portfolio Management" To One of California’s Largest Municipalities

Rod has become a trusted adviser to top county decision makers. Hired to help identify new sources of revenue, his work is changing the way the county does business day to day.

Sacramento County is the largest municipality in central California, and has a direct service population of more than 500,000 people. For years the county lost customers due to incorporation and competition from neighboring areas. The county hired Rod to create a strategy to rebuild its sales tax revenue.

Working with more than 10,000 lines of sales tax data, Rod created an eye-opening map that showed where the county's revenue now comes from. Using a combination of market analysis and conversations with the development community, Rod then identified 19 sites that will collectively boost annual sales tax collections by more than $20 million. Rod helped the country structure agreements on two of these sites to accelerate the collection of more than $3 million per year in revenue.

Rod continues to work with the county in developing a "portfolio management" approach to how the county spends its resources on planning and capital investments. This is leading to the use of investment metrics that judge an effort in terms of how much community benefit it will produce, how much private investment it will leverage, and how soon.

Most recently, Rod has been working with the county to change its master and facilities planning process. With more than 14,000 employees, the county is one of the region's largest employers. Rod has identified options that save occupancy costs, increase customer service, and improve employee access, all while stimulating community development. Rod has also played a role in helping the County manage its investment in the redevelopment of a former air force base.
